I have slept only 2 nights in Santa Marta, but I can recommend "Residencia Nueva Grenada" on 12 street. It is an old quiet building, with a nice courtyard. For a private room with bath the price was $5 for night. To go there, if you came by bus, just go outside of the bus terminal and any cab will take you there for $2.
